Mining Operations and Performance Governance Framework
“Production phase governance is where owner-side oversight most commonly degrades. Management systems drift from practice. Reconciliation variances accumulate unaddressed. Contractor performance erodes without adequate owner-side monitoring. This framework prevents that drift.”
The Mining Operations and Performance Governance Framework is Volume 5 of the MM-DR Series — the owner-side governance framework for the production and reclamation phases. Eight structured governance domains covering the longest and most capital-intensive period of the mining project lifecycle.
It opens at the production gate on receipt of the Operational Readiness Certificate from Volume 4 and closes at asset transition with the Asset Transition Report received by the Mine Closure Governance Framework.
Built for GMs, operations managers, owner-side monitors, institutional investors, and senior practitioners responsible for production phase governance.
Requires Volume 1 — Mining Project Risk Management Framework as its governance foundation.
What This Volume Covers
Eight Governance Domains
Production Performance and Reconciliation Reconciliation framework, grade control adequacy, throughput variance analysis, and owner-side reporting distinct from operator self-reporting. Production variances identified, assessed, and escalated before they become material exposures.
Geotechnical and Ground Control Compliance Ongoing verification that ground conditions remain within design assumptions and that the Principal Hazard Management Plan is current, implemented, and independently verified throughout the production phase.
Financial Governance and Cost Control Owner-side tracking of production costs against the approved budget. Cost variances identified and escalated before they become overruns. Change order exposure monitored and reported at every governance cycle.
Workforce and Contractor Management Owner-side monitoring of contractor deliverables, KPI compliance, workforce performance, and change order management. Contractor self-reporting verified independently against owner-side observations.
Environmental and Rehabilitation Compliance Progressive rehabilitation commitments verified as being met ahead of closure. Environmental management system performance monitored against approved plans. Incidents assessed and remediated with owner-side oversight.
Regulatory and Social Licence Maintenance Ongoing compliance with all operational permits, licences, and approvals. Community engagement status maintained and reported. Regulatory relationships managed proactively throughout the production phase.
Asset Integrity and Maintenance Governance Critical asset condition monitoring, maintenance management system adequacy, and long-term asset performance assessed against the approved design basis throughout the production phase.
Principal Hazard and Critical Control Verification Ongoing owner-side verification that critical controls remain implemented, effective, and independently verified. Principal hazard bow-ties reviewed and updated as ground conditions and operational parameters change.
Gate Output Instrument The Asset Transition Report is the formal gate output instrument produced at the close of this volume. It is received by the Mine Closure Governance Framework at the closure gate.

Apply This Framework With Mine Masters
The Mining Operations and Performance Governance Framework is designed to be self-applied by senior practitioners managing production phase governance. It is also the framework Mine Masters applies directly when engaged as owner-side adviser — conducting the eight governance domain assessments, delivering independent performance oversight, and producing the Asset Transition Report at close of the production phase.
Two paths. Same framework. Same standard.
